    • Sherry Peart – 6th Annual NHHA July 4th Parade.

    • Larry Baker - Ist Annual NHHA Golf Tournament
  • Chuck Voith, Valley View Homeowners Association. Mr. Voith will give us a status report on events @ Spring Valley Elementary.
  • Beautification project - Meadowcreek Median, West side of Hillcrest. The Board will present its recommended Meadowcreek landscape design, prepared for NHHA by Carol Feldman M.L.A, for membership approval.

Minutes of the General Meeting
January 26,1999

Call to Order

The first general meeting in 1999 of the Northwood Hills Homeowners Association, Inc. (NHHA) was held in the cafeteria of the Northwood Hills Elementary School on Tuesday, January 26, 1999. President Larry Baker called the meeting to order at 7:10 p.m.

Introductions

The President introduced:

  1. Past presidents of NHHA, including Stewart Mitchell, Bob Dunn, Brenda Jones, and Barbara Campbell.
  2. Current members of the NHHA Board.
  3. City Council Representative Sandy Grayson
  4. Ms. Lynn Allen, Principal of Westwood Junior High School
  5. Ms. Mackie Kazdoy, Assistant Principal of Northwood Hills Elementary School
  6. Ms. Judy Smith, President of the PTA of Northwood Hills Elementary School
  7. Ms. Mary Suhm, First Assistant City Manager for Dallas
  8. Mr. Coy Evans, Assistant Director of the Dallas Street and Sanitation Department
  9. Ms. Mary Currin with the North Dallas Neighborhood Alliance
  10. Ms. Susan Anastasio, Mr. Chuck Voith and Mr. Jack Brown with the Spring Valley Homeowners Association
  11. Sgt. Frank Rivera, head of the NHHA Patrol

Northwood Hills Elementary School Report

Ms. Mackie Kazdoy reported that the school received Honorable Mention for the Community Outreach Award. $40,000 has been raised for the library. There are now 3 computers in each classroom. A Math- and Science- lab is in place. Additionally, the school has been awarded "Exemplary Status."

Westwood Junior High School Report

Ms. Lynn Allen reported that the cap on class size is now 24. Next year the school will become a full magnet school devoted to math, science and leadership. There will be after-hours programs and more pre-AP classes offered. She welcomed us all to call the school and come by and visit.

Secretary's Report

Copies of the Minutes of the meeting held July 13, 1998 at Fretz Park Recreation Center were distributed to the homeowners, and were approved as written.

Treasurer's Report

Copies of the Treasurer's Report and Proposed Budget were distributed to the homeowners. Mr. Glyn Jordan, Treasurer, presented his report. Due to the success of the membership drive, we have increased members and increased funds. The Board proposes initiating the long-awaited landscaping of the Meadowcreek medians on the west side of Hillcrest Road. The Board also proposes to sponsor the 4th of July parade, a golf tournament, tennis tournament, and a run or walk. The Proposed Budget was voted on and approved as proposed.

Election of New Officers

President Baker proposed that the following homeowners be elected to two year terms of office for the NHHA Board:

  1. Mr. Gene Hoffman, Area 2A - Chairman of Activities and Computer Programs
  2. Ms. Val Collins, Area 3 - Chairman of Communications and Co-Chairman of Beautification for the west side of Hillcrest
  3. Mr. Allen Rudy, Area 5 - Co-Chairman of community Watch, Chairman of Review of By-laws and Articles of Incorporation

The election of these new members was approved.

NHHA Patrol

President Baker recognized Sgt. Frank Rivera, who presented Dr. Bill Stutts, retiring Chairman of the NHHA patrol program, with a plaque for all his years of service overseeing that program.

Sgt. Rivera reported that the seven NHHA patrol officers are all uniformed and armed policemen from the North Central Sub-Station. None are rookies. The officers drive marked Dallas Police Departmentcars. The officers can usually reach a NHHA member's home within two minutes after a 911 call. Services provided members of NHHA were discussed.

Award to Past President

President Larry Baker presented a plaque to Ms. Brenda Jones for her many years as President of NHHA and her leadership in resolving the Holly Tree Apartment situation.

City Council Member Ms. Sandy Grayson, District 12

Ms. Grayson, a former President of the Prestonwood East Homeowner's Association, spoke of her belief that strong neighborhoods come from strong homeowners associations. She then reported on proposed activities affecting our neighborhood.

  1. Regarding the Coit/Spring Valley area, an urban design plan will be developed. President Baker will work with Ms. Susan Anastasio of the Valley View Homeowners Association regarding businesses located between Coit and Central Expressway. Landscaping and signing will be covered.
  2. The Dallas Plan is looking to bring economic development to the former Holly Tree location. We are looking for a quality development. The Land Use Plan calls for retail development.
  3. Members expressed their displeasure at the possible widening of Spring Valley Rd. Ms. Grayson stated that she opposed that plan and would prefer to use signs and light signals to control the problem.
  4. Regarding complaints about 18 wheelers in our neighborhood, Ms. Grayson suggested that we ask the police to watch for and ticket the violators more frequently.

Ms. Mary Suhm - Code Enforcement

Ms. Suhm, First Assistant City Manager for Dallas, presented an overview of the City's Code Enforcement Office and provided copies of a pamphlet explaining code enforcement. Since assuming her position, she has established a Code Enforcement Academy, which just graduated 37 staff members. Her office is working closely with the City Attorney's office. Citizens can purchase a copy of the codebook for $18.

She would like us to give her guidance on how strictly we want the codes enforced in our neighborhood. She asked us to provide her with our list of 10 priorities and how we want problems handled.

Citizens can call 311 with problems.

Mr. Coy Evans - Streets and Sanitation

Mr. Evans, Assistant Director of Dallas Street and Sanitation Department, informed us that if we see a road hazard, e.g. large, deep potholes, we should call 311. He reported on the progress of re-paving our alleys and discussed the upcoming change in garbage collection.

Closing

President Baker thanked Ms. Diane Ledford and Ms. Lisa Soto with Prudential Texas Properties for furnishing and serving refreshments for our meeting. There being no further business, he adjourned the meeting at 9:25 p.m.
