In theory, you should call 3-1-1 (except from a mobile phone) to reach the City of Dallas, and then you can report a street or alley that needs repair.

However, we've called the City 3 times (since 1998) about repairing this damaged concrete (where the heavy garbage truck has destroyed the concrete).

Update: this damage was finally repaired in January 2002 - several years after it was reported.

A recent suggestion has been to call your Dallas City Council representative (especially in an election year)! Hmmmm ..
